Stabilization of downscaled 4k only works sometimes

Putting 4k footage from an LX100 on a 1080p timeline, some clips don't seem to stabliize at all, even when I have all setting on the max of 4.5. Mostly when there is a substantial amount of movement, but not always. Sometimes I'll have two almost identical clips, such as a slow handheld dolly, and one smooths out and the other doesn't change at all. Could this have to do with the timeline being 60fps and the footage 30fps? Should I stabilize in a 4k timeline and then import the shot into the 1080p one? What can I do about this? One of the benefits of downscaled 4K is supposed to be that you can do more radical stabilization because less resolution is lost zooming in, but so far it's not working for me. Please help!
