To simplify further, here's the recipe.

In any X storyline, click on the clip you want to "stretch"

Open the inspector and go to the SCALE command.

Notice the small triangle to the left of the Scale and click to "twirl" it open.

That will give you independent control of the X and Y axis.

You can then input any size difference you want into either dimension independently. You can do the stretch by "eyeball" or you can input extremely precise numbers by double clicking on any blue "value" field and entering a numeric value including decimal points out the wazoo. (technical phrase)
