Default "scale to frame size" preference in Premiere Pro CC 2017?

Default "scale to frame size" preference in Premiere Pro CC 2017?

Is this default setting gone? I'm editing lots of 1980x1040 clips into an old 720 sequence and I've been manually applying the change to all the clips in a bin as I open it, or -- if I forget -- adding it to all the clips in the timeline when I'm done. Video tutorials show this as a General Preference, which would be a huge timesaver, but I don't have that on my prefs screen.

Also -- when I apply the the "scale to frame size" to the clips in the bin, the "set to frame size" is greyed out, whereas both are available when I apply from within the timeline. Seems weird. (I want "scale to" anyway, so no big deal, but just seems odd.)

I've looked in other preference options but am just missing it I guess. Thanks.
