Question: 4K Sequence - Zoom in and export 1080

Question. My computer can handle editing 4K native. So can I just zoom in some clips on a 4K sequence to say 200% and then when I export to 1080, the resolution for 1080 on the zoomed in clips would be good?

I hear a ton about editing 4K in 1080 sequences and zooming in there, but don't hear about this other way around. So to clarify:

1. I have a bunch of 4K footage and need to punch in for some close-ups (I'm not a fan of this but it's what the client wants).
2. My sequence is in 4K. They may one day want a 4K version. So thought why not.
3. Can I zoom in to certain clips to 150-200% in the 4K sequence without quality loss when the entire thing gets exported at 1080?
