I don't know if it can be done in PP but if the Caption Company is using a higher end piece of software like MacCaption or Caption Maker they won't have to re-time each and every CC file from scratch.

If you were to send them the new slowed down videos there is a feature in them called "Stretch/Shrink TimeCode".
All they have to do is find the T/C for the last Caption and enter the new T/C for it.
The T/C will now be stretched to fit the slowed down videos.
I have done this process several times and it works great.
It takes less than a couple of minutes per video to do so it shouldn't cost to much either.
