We actually had this exact conversation before but here goes:

When you change the deliver page resolution you are up or downscaling from the timeline resolution. If your footage is in UHD but your timeline is in HD and you export in UHD you're upscaling the already downscaled HD timeline and not using the full resolution of the source files.

If you work in HD but your delivery is in UHD then when you change the timeline to UHD end export in UHD you're using the original resolution of the source files.
