Nothing particularly wrong with your approach, so the question of why you can't select the other paths remains.

I would make the two paths into a combined path so that the inner shape creates a hole (the shape becomes a filled "band" surrounding the center part). Keep a copy of the center part as well.

Then you can draw those connecting lines and use the pathfinder tools to split the "band" into pieces at the corners.

Obviously you will need to be able to select all objects involved.

Possible reasons for not being able to select: Are the shapes on two different layers or have you inadvertently locked some objects?
