Since your file size remained the same after scaling, I am guessing that the raster images (jpg, gif, tif, psd, etc...) are your culprits.

You first need to get in touch with the printer. Find out what resolution your files need to be for the size you are printing. This will be dependant on the type of printing the printer is doing AND the distance at which your final piece will be viewed.

Once you have those answered, you will need to resize your rasters in photoshop for the correct resolution.

ps - make sure to mention the gradients. they can sometimes need twice as much resolution as your other graphics to reduce banding.
