Sounds like an overheating or an underpowered power supply issue to me.
When was the last time you took the cover off and blew out the dust bunnies?
Download and run Core Temp/ and see what it says.


"I can burn a 3 minute video but it takes up about a third of the disc."

Do you mean physically or the file size?


"Someone said that my bit-rate was probably too high and I need to lower it to 6 Mps."

For a 40 min. DVD, 8 Mbps is a good rate and one that I've been using for several years for anything that's 70 min. or less.


"How do I lower the bit-rate in Vegas Pro 10 for burning a DVD?"

Click the Custom button next to the Template box, customize it, give it a name and save it as a preset.
