unless you are rendering from ae/premiere with a pulldown and fields (which would not be the default in ae), it seems like the problem is a setting in encore...

i've never used encore, but it would seem that encore is trying to deinterlace progressive footage to make a progressive dvd. try to find a setting in encore where you can tell it what type of footage you have (progressive, 23.976 fps) and tell it you want to create a 24p dvd.

you may get more specific help on an encore or dvd authoring forum...
