I can't see the video you've linked due to restrictions on the network where I work, but from your description, it sounds like light leaks or a film flash.
Easiest solution is to buy something like Film Clutter from Artbeats or something similar from another stock footage site and overlay it.

And here's a tip from Roland:
"I find the Light parameter in Shatter pretty awesome for such effects. Unlike Levels (keyframed and applied to an Adjustment Layer), which is another popular method, Shatter's Light property has color AND direction. The direction property makes the effect so much more effective.
