[Paulo Uchoa] "So I am a bit puzzled over the whole segmented frame thing, "

Paulo here is my explanation of PsF.

[Paulo Uchoa] "but I am confused on either choosing 24psf or 23.98psf"

Video in North America is based on the NTSC drop frame timebase of 29.97.

23.98 is the easiest frame rate to choose to allow for REALTIME playback on displays that were designed to handle NTSC frame rates. 24.0 will cause post issues if you monitor on a CRT or if you need to do realtime downconversions to NTSC.

Lastly the vast majority of BluRay content is currently delivered at 1080 59.94.
