Encoding for youtube quality sucks

there are hundred of thousand descriptions how to encode a video for youtube. My problem is: How can i keep the file size small? If i use Media Encoder to encode the video at 0,5 Mbit/s the quality sucks completely, if i encode at 10Mbit/s it's fine logically.
But how to get a file which is not 1GB big and still has comfortable quality? All videos on youtube are not bigger then 200-300Mb. What to do? I want to encode a video of 15min length and it is 1GB big after encoding.
I'm sorry for asking, but i feel really helpless, i tried so many programs and still there is the same problem.
