File size reduction for photo/video

I have 43 minutes of voice over on my audio track along with a little music.
I have 3 still images spread out on my video track.

This is basically a glorified PowerPoint presentation. I'm trying to export the video in a manageable file size, but 43 minutes is pretty enormous. I have a basic understanding of long gop and how frames can reference previous frames to help with compression. I can't figure out how to lower the file size without crippling the bit rate.

If there's nothing happening you don't need to put a lot of bit rate for the video. The encoder should use only what it needs so if you have stills it should keep the bit rate pretty low.

I dropped the bit rate to 2 mbps. That was a little too small since there is some text on the screen... but even at 2 mbps it results in a 1.6 GB file.

What wrapper and codec are you using for your final deliverable?

Win 7 64-bit
32GB RAM
Adobe CC 2017.1 (as of 8/2017)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from UHD MP4, HD MP4, and HD P2 MXF.
