Why would one shoot in DVC PRO HD when you can get double the amount of time recording in DVC HD (N)? WHat are the advantages and disadvantages of both?

Well DVCPROHD was initially tied to tape based hardware that had to run at 60i/29.97. It was only when P2 came along and the possibility of recording directly at 23.98/24p became a possibility that this open to shoot "N" was created. So the two formats co-exist on the camera to support either a 23.98 native or a legacy 60i/29.97 post-production workflow. So it's not really a question of why one over the other so much as what fits best into your workflow.

Can you take the native footage and inter cut this footage with the 29.97?

Not on the same timeline- at least not without adding pulldown back in.
