Is it possible from a flat tiff?

Any advice or pointing in the right direction is much appreciated?

Great product. Works great in Motion.

If you can't affors zaxworks, yes, use the water drop or sine wave effects from Apple Motion to do this. Keep the flag on it's own layer, with alpha channel. You can do that in psd or targa or tif format.

A very subtle underwater filter and ripple filter works nicely, too. The difficult part of doing this in Motion without Zaxworks is pinning one side to a pole and getting good shadows.
