Is there a way to construct a project in FCP and then convert the project file/timeline to media 100?

You've got the answer in your question title - an EDL!

Don't try to do anything fancy with your timeline in FCP though, cuts and dissolves only - and all on a single track. Then export from FCP as an EDL (CMX3600 should give you the best shot) and import into your Media 100. Remember to add the file extension .EDL when coming out of FCP.

Easy.

If you need multiple tracks do multiple edls - has always worked fine for me, as long as you put a slug on the start of each track in the offline fcp to ensure that they sync up (I've pulled about 5 video and 8-10 audio tracks across in this way without sync issues). However I've sometimes found that FCP doesn't like putting out EDLs.

If you get edl import issues then put 'em through Avid EDL manager if you can get hold of a copy - in my experience it does a great job of tidying up badly-formatted EDLs.
