Slowing Video from 60p to 24p

Slowing Video from 60p to 24p

Someone told me that they shot a video at 60p and then slowed it to 24p. I'm not really sure what that means. (I mean, I understand that it went from 60 frames per second to 24 frames per second.) But how does one do that in FCP when the "Change Speed" utility only allows you to change it by a percentage.

Can someone explain? Thanks!

For smooth slow motion from 60fps to 30fps, or 24fps...you use Cinema Tools. I have a tutorial for this:
