I'm working on a project and I'm trying to do something like this in the clip. Does anyone know how to create this black and white border?

Yup.

Layer a clip on top of itself.

On the top clip, put the widescreen matt effect. Set it to 2:35:1 (or anything more than 16x9). Give it a border in the widescreen effect.
On the bottom clip, put the desaturate effect.

Best,
