Stuttering Video. Possibly a shutter speed issue.

Hello,

I'm having an issue with stuttering video. It's especially noticeable during pans and tilts. The footage was shot and edited at 23.976. I've tried motion blur and deflicker, but nothing seems to help? Does anyone have any tips to fix or reduce this?

What leads you to suspect it could be a shutter speed issue?

Based on your description, it sounds like it could be, but there's also a phenomenon called judder which is more prevalent at lower frame rates like 23.976. Could be that, too.

It could also be that you've spent too much time on the cut, and you just need to walk away from it for a while or show it to someone else.

Without a look-see, it's tough to judge.

Check your Field Order. What codec are we talking about here, and what project settings?
