A client has requested that the file be a Quicktime Motion Jpeg. Is that the same as Apple Motion Jpeg A?

Thanks

Well, you could ask the client to please specify: Motion JPEG A or Motion JPEG B.

Motion JPEG (MPEJ-A or MPEJ-B) are almost prehistoric codecs.
Apple consider them "Legacy".
You can read the files with QTPlayer, but you will be able to export to them only if you have some old QT versions.
