Quick aspect ratio question need advice of what I am doing wrong

Ok so my client has some 1920X1080 video that he wants now encoded to 480 and 360 resolutions these are settings he wants “540 x 360” DV NTSC

Anamorphic 16:9 (640 x 360), including space allocated to pillarboxing of 4:3 source material, at 1,200 Kbps – All titles
Total Bitrate: 1,200 Kbps (video) + 128 Kbps (audio) = 1,328 Kbps (total)
“720 x 480” DV NTSC Anamorphic 16:9 (853 x 480), including space allocated to pillarboxing of 4:3 source material, at 2,135 Kbps – All titles
Total Bitrate: 2,135 Kbps (video) + 128 Kbps (audio) = 2,263 Kbps (total)

He wants these videos to be in the 16X9 format

The reason he wants these settings is because he will also have some SD videos that he want encoded and he still wants the aspect ration to be 16X9 and the SD video to be pillarboxed..
but for now, when I try and take the 1920X1080 video and use his settings above I am getting a 4:3 player not 16:9
For instance, in compressor I am using the 720X480 settings without the 4:3, I have tried the pixel setting on square as well as defualt and I am still getting a 4:3 player

640x360 is 16/9 ratio, so i guess that's working for you.

with the NTSC Anamorphic, in compressor you need to set the correct pixel aspect in the geometry pane of the inspector.
choose NTSC Anamorphic.

if the SD 4/3 material is already incorporated with the HD 16/9 file, then this should work.

if you have separate SD 4/3 material that need to be pillar boxed in an NTSC Anamorphic file,
then when you put that though compressor use the above settings,
BUT ALSO set padding to 4/3
