Is there any way to export a video from fcp with TCIN=0 without moving the clip to the start of timeline. I need all video to get TCIN=0 to play the files in our automation.

What is "TCIN=0?"

Timecode IN to start at 00:00:00:00?

Yes Timecode IN=0 i.e. every file need to get this timecode while exporting from FCP.

The only way to get that is to have a sequence with the timecode you want.

if you export the clips using quicktime conversion, the TC track will start at zero,
but you'd be transcoding, or re-compressing

quicker (by a matter of minutes, possibly seconds) than setting a bunch of sequences to TC0 would be to batch export your clips,
then bringing them back into FCP and changing the TC to zero.
