I have an HD source which I have imported into Final Cut Pro 7 (Codec H.264 Linear PCM). I have already edited the project, however my timeline is not playing back in HD, and my exported H.264 is also not HD. Is this a problem with my sequence settings? Thanks!

H264 is not supported by FC. Some times works, some times, like in your case, don't work.
convert the footage to Prores.

Thanks for the tip. I already have some of the project edited. Is it possible to relink the project using the prores files? Or will they be incompatible with the cut? Thanks again.

You may have some problems reconnecting to the Prores files because the H264 has no TC, but you can try replacing the clips on the time-line.
You need also change few things in your Sequence Settings:
- Compressor: Set Prores.
- render All YUV in High Precision.
