Slow shutter / stutter effect.

Hey all-
Can anyone tell me how the effect in the opening shot of this video was achieved? It almost makes the video look animated or like the fps is low.


Was this done in post?

I think that's a simple strobe (FC filters > Time).

Low shutter introduces a blurring effect to video footage. High shutter speed produces ultra crisp movement (ala Saving Private Ryan). That footage looked sped up to me.
