Import Mpeg deinterlace

Client has given me some video shot on domestic video camera.
MPEG-2 video AC3

If I convert to Pro res 422 it displays the classic interlace problems. No settings on MPEG Streamclip seem to solve this, but expoerting to DV via streamclip does.
I realise I don't understand what is going on. Anyone take a moment to help out?

I don't understand what the big deal is.
Is this footage interlaced or progressive scan?
Do you have the field order set correctly in FCP?
How does it look in your external video monitor?
