Create choppy "Skype" video effect

So I'm trying to make a video that was shot on a sony EX-1 look like it was actually shot on a crappy skype webcam. Think 15fps, blurry, etc. I've tried dumping a bunch of filters on it in FCP but it's not so great, I used the G Speed plugin to get it to remove every 2 frames, but the audio loses sync.

any suggestions? doesn't HAVE to be just in FCP, could also use after effects etc.

If it's not too long a clip, you could also go in a duplicate some frames randomly to give it more of an analog, less exact strobe effect.

After Effects: Posterize Time effect. Alternately, put it in a comp with the lower frame rate, make sure that you preserve the frame rate of the nested comps in AE Preferences, and nest the comp in one at the proper frame rate.
