Footage shot with shutter off

Hi!
I'm editing a documentary on Final Cut and the footage of one camera (EX1) was stupidly shot with the shutter off. It has this really annoying stutter effect but it includes some important information for the film. Do you know of any plug-in/software that can reduce this effect? The producer is even willing to pay for a hour of flame if this can be somehow fixed or reduced.

Shutter off should not cause any issues.
Do you shoot in low light?
Auto shutter to a speed of 30 or something indoors at night?
Can you post a snipit?

Right.
Shutter OFF means the standard shutter for the format and shouldn't be any problem.
As Chris points that sounds more to "Shutter: AUTO".
Re_Vision "ReelSmart Motion Blur" claims to be able to remove motion blur.
Have a look.

There are moments in low lights and moments with ok lighting (indoors). The motion blur seems ok when you look frame by frame. It just doesn't feel like a smooth flow of the motion, especially when there are big and fast movements.
I'm now going to try to reduce the speed to something like 25% in Motion using optical flow and then render again with 400% speed.

Are you sure they were both shot at the same frame rate? Sometimes people confuse shutter speed with frame rate. Not to say you have but just checking.

You are right, the stuttering may be due to a high shutter speed but also for being editing on a wrong time-base.
So Rodrigo, make sure your sequence match your footage time-base.

Thank you. The framerate is okay. As far as I know the problem was that the camera was set to shutter off but visually it does seems like a high shutter speed.
