"Paper Edit" Software for Clients?

I like giving my current clients the option of doing paper edits in excel and then I punch in the time code before we do a first rough cut. Is there a program that I can give my clients that will simply allow them to enter a clip name (a clip that is already captured and logged in FCP), type aTC in point, type a TC out point that can be imported (XML?) and auto-edited into a sequence in FCP? If not, is this idea even feasible from a programming POV? Any help or advice would be greatly appreciated.

Larryjordan has an excel spreadsheet template he uses to make a batch capture list, which could be used for your purposes as well.

You might want to check out the Adobe Story > Premiere Pro workflow, it's just what you are talking about.
