problem upconverting 480i to 1080 via MXO2

I'm starting to think that upconverting 480i to 1080 is way too much of an upscale after upconverting some WWII SD footage to 1080. I notice I did not have these problems when upconverting to 720.

Please see these (720p and 1080p MXO2 upscaled versions) of 480i SD footage taken from my FCP viewer window:

Strangely, even when upconverting to 1080p, the upconverted footage looks much more interlaced than the original SD footage. Ho could that be if its supposed to be 1080p? Is it because the upscale is way too much of a strech from 480 to 1080?

I actually wanted to upconvert from 480 to 1080 for a 720 timeline for the following reason:
I was told that if I wanted the option of scaling up my 4:3 footage to fit into a 16:9 frame (without distorting the image horizontally), it would be better to upconvert all the way to 1080 via Matrox MXO2 and then downsize the 1080 4:3 upscaled footage to 67% which would make it fit into a 720p 16:9 timeline without having to use FCP to upscale.
