I'm making a documentary and was wondering how you scroll/pan across/voom in/out of a still picture (kind of like those archaic history educational videos).

You start with an image that's bigger than your frame size. That allows space to zoom in, pan, etc. In FCP you can set keyframes in the motion tab. However, FCP is challenging to get good results. It's better to do this in Motion. If you search the Cow you'll find posts and tutorials. Also, Digital Heaven has a plugin called DH_Box which is a handy tool that works inside FCP. Many folks do this work in AfterFX which affords excellent control.

I cannot stress how easy this free plugin makes the 'Ken Burns' style of moves on still images

Another company makes a similar plugin and charges $199!!!!

yeup, the quadratic movement in/out is the best yet slightly hidden feature.
