Scaling HD footage destined for SD DVD

I'm editing a project shot with XDCAM EX 720p. The final output is destined for 16x9 SD DVD.

My question is: Will there be any image quality differences from working in the following 2 approaches?

I want to push in on several shots (up to 30%). Do I work on a SD timeline (720 x 480 widescreen) where all footage will start at 66% and scale up my selected shots to no more than 100%,

or can I work in the XDCAM EX 720p native timeline, and scale up my selected shots to 125%, knowing that it will be all be downsized during the MPEG-2 compression step to be used for the DVD?

I would scale in the SD timeline. It's really nice to have the ability to move shots around, add a zoom, re-frame etc. I do it all the time and the FCP scaling is excellent.
