workflow for 1080p footage in 720p sequence?

I'm shooting 1920x1080p footage on the 7D and would like to edit in a 1280x720p FCP sequence, which is my final output. I'm hoping that by doing this it will allow me to zoom in on the 1080p footage in the 720p sequence to switch up the perspective in my interviews without compromising much image quality.

So I converted my footage to 1920x1080p ProRes and imported it into FCP. Then I changed the sequence presets to 1280x720p ProRes expecting to be able to drop the video in and see that at 100 percent the 1080p video would appear zoomed-in on the 720p sequence preset, but at 100 percent it fills the screen perfectly. It also asks me if I want to change the sequence setting to fit the clip setting, for which I clicked no. The footage looks pretty good zoomed in to 150 percent, but not great, and I'm just wondering if there is a better way to do this.
