Getting bars, but internet pages won

Greetings! I am traveling abroad and usually have no problems connecting wirelessly to the internet. However, I am now in a rented apartment and am having an issue. I have full bars but when I try to load a page, nothing happens. Ive tried three different browsers (safari, firefox and IE) and numerous websites including google and amazon.
