Thats pretty straightforward. Make the emitter a light (hint: you have to name the light correctly) and have the light follow a spline or a write on effect or just keyframe it. It will spit out the particles. Then set the gravity to something other that zero.
The key to the sparkle effect is to change the color and opacity over time with really spiky "over time" graphs. And use either screen or add as your blend setting. This will make the particles appear and disappear like they would when they sparkle and then they do show up they will add up to white to create those hilights in the sparkles.
