Shine basics-creating an animated radial light ray effect

Hi
Can someone suggest starting settings in order to create the effect in the background of this clip?

Is it necessary to use Shine on an image with alpha, or can it be used on an adjustment layer by itself?

you cannot apply shine to an adjustment layer...it must be applied to the layer you want to use it on. Also, you dont necessarily need an alpha, shine uses the luma of the layer. I have taken the time to make a quick comp for you using only shine and after effects. It is not perfect, but it is pretty darn close. Take a look at the setup. It uses a masked layer with the roughen edges effect to create the column of light rays. I also made the runway lights using a similar technique. I would ordinarily use a different effect to do the lights, but did not know what plugins you had.

One thing I am stumbling with is seamless looping when using Shine.
Is there a simple way to achieve this?
