getting particles to stay, but still move slightly

I've got a project in which I need particles to sort of undulate on the screen but not disappear. I have the particles, but when I change the Physics Time Factor to 0, the motion stops. Does anyone know of a way to do this?

Try a box emitter with a small amount of velocity then turn up the spin under the air physics settings

Quick update...I replied on my phone and it is a pain typing on it.

When you turned physics time to zero, you effectively froze time. Therefore, the particles would not move no matter what you set the velocity to. If you want to fill the screen with particles moving, use a box emitter with a large enough setting to fill the screen. Then, if you want the particles to move randomly, just apply a little spin. If you want them to move in one direction and "flow" change the emitter to directional and set your direction. Then increase the spin or add some turbulence to taste.
