I want the thing to wait for 10 seconds and not right away. Can someone tell me how to do this please?

Well, you could duplicate it and move the layer down the timeline, keyframing the opacities. Also, there's a time factor in the physics section. I'm new to particular, but it looks like you can alter and hold effects with that. You'll have to try it, I've never done it before...

Slip the layer to the in-point where you wanna start, animate the Particles/sec. or like Ken said, the Physics Time Factor. Depending on what you wanna do, all techniques might be appropriate.
