Maya Paint Weight tool; glitch

Maya Paint Weight tool; glitch

I am trying to use the paint weight tool for the character i have created but there is a major glitch

this is the model that I'm trying to paint

the hip bone is selected currently(above)

Now the left arm bone is selected (above)

Now when i try to paint the air the vertex get thrown all over the place. I've tried different computers, deleting the
{ Edit < Delete all by type < history non-deformer }
, flooding the hip bone so it controls all vertex. with no results (above)

and after I hit ctrl+Z it doesn't even go to its original position.
This only occurs in the arms, it does not effect the legs, hips, head, or spine bones.
need an answer asap

First, why do you have that weird bone going from arm to arm and to the feet?

I actually can't figure out what is the issue exactly, you are trying to paint the "air"? Hair? Are there rotations on the bones? That will cause them to jump out of place as they get more weight information from the other bone. Why did you flood the entire mesh to the hip?
