advice needed on modeling sky!

I made some clouds with maya fluids. The scene I am going for is an animation where the camera zooms through from above the clouds, through the clouds and into a night city like the picture I have uploaded of taipei,taiwan.

My question is, if I want real clouds, the city is plane with a picture of the city as texture and some real lights on top shimmering, but then I would like the color of the sky to be like the one in the picture,
what's the best way to go about it?

Should I draw and attach texture to a sphere or something?
Or should I use sun and sky, and ramp doesn't seem to do the job right...there must be better ways to do this, please give me some advice on what method to use if you know^^

Yeah, I think making a texture and applying to a sphere would work pretty great. Try to find some high res photos to work with. A ramp could probably look pretty decent but it won't have the same kind of texture and detail.
