Keeping cloth in the same place

As advised by a few Cow members, I decided to use nCloth to simulate a dozen or so pieces of paper floating about aimlessly. They're intended to blow about over a street corner in an exterior environment, buildings on all sides. Every page belongs to a single object. Looks good so far, but...

They tend to blow away, outward and out of frame. I turned gravity down to zero, grav direction to zero, wind to zero, wind direction to zero. The object flutters thanks to a turbulence field.

How can I keep them all in the same relative area of the frame? I tried applying other fields, but they don't seem to have any effect, no matter how high the magnitude. Can a nCloth object handle more than one field? If it can, which should I try?
