Why is my real-time timeline preference 24 frames per second & not 30?

Maya defaults to the feature film frame-rate of 24fps.

Unfortunately, I do not know of way to set the default to 30fps permanently.

Try: Window > Settings/Preferences > Preferences

Under "Categories" select "Settings"

You can change that frame rate here. It might only work on project-by-project basis, though.

Careful: It'll mess up your timeline keys, if any. But I think there's a checkbox for that.

That's the first thing I tried, but the only thing I see is in "Timeline>Playback" & there's no 30 fps choice. I checked all the categories under "Settings" & didn't see one for 30 fps. Am I missing something? Thanks for your help!

Don't click the categories "under" settings. Click THE WORD "settings" itself.

I know, the layout is misleading. The way it's all set up, you'd think "Settings" is just a heading introducing what's below. It's not. It's a clickable item with its own parameters.
