Is there any way to assign hotkeys to rotation, translate and scale? I don't mean toggling the tools, but rather "arrow right" rotates your selection +0.5, type of thing. The hotkey editor doesn't appear to go into such specifics. Or does it?

Sure you can.

In the hotkey editor pick the category you want it under then click on "new", give it a name and a description, then add any mel command you want.

In your example the mel command would be:

rotate -r -os 0 0.5 0 ;

if you want your object to rotate by .5 of a degree (which of course isn't much) on the y axis.

I don't know of a way to assign it to the arrow keys but you could always use the <> keys.

I think this is what you want, if not let me know.

No problem there either. In the hotkey editor, notice that there's a dropdown menu next to the text field in the 'Assign Key' section. That lets you select a list of keys that don't register properly in the text box, including arrow keys, function keys, and navigation keys (Pg Up/Dn, Home, etc.).
