basically i want to know if there is a simple way to apply a structure system to an organic surface
to have an effect such as this:

and... which surface will be best for that (nurbs, polygons, or subdivision), if it makes a difference...

This process of creating a curved surface out of straight lines is exactly the process used in creating 3D models. If you create a rough polygonal shell of your surface, then smooth it and triangulate it, you will obtain an almost identical effect. You can then render it in wireframe, or use a script to extrude surfaces along all of its individual edges, etc.
