Is there a standalone software that allows one to do Cel-Shading on a video file?

If you want to do cell shading on your 3D scenes, maya 7 has a built in toonshader for this. If you want to do this to your video/film footage, this is a more appropriate question for a after effects/combustin/shake forum, as there are a variety of ways to get that look (but it really won't look that toon shaded unless you roto over the top of it)

Yeah I needed to Cel-Shade video footage. I really did not want to use a compositor to do the shading. I was hoping there was a standalone software that did a good job.
I'll check on those forums as you suggested because they may know of alternatives.

although the best looking vector video stuff usually comes from after effects (masking/roto) and good old fashion elbow grease
