Is the "Pan and Tile" technique similar to using images/methods similar when creating a VR quicktime movie?

Can these "Pan and Tile" images also be used for a more realistic global lighting source and/or reflection environment?

Ah hah, This is normally called a panoramic image and is created by stitching real footage or CG footage together as you might be suggestting ~ using Real Stitch or similar applications and YES it is great for adding Cubic type environment reflections to CG renders and if several HDR images are stitched together in a similar manner; you can use this as proper Image Based Lighting for super realistic renders.
