Multiple scenes, one camera?

Multiple scenes, one camera?

I'm rendering an animation built up from layers that are stored in multiple files.

Is it possible to have one (referenced?) camera, which when modified in any one of the scenes, is then modified in them all?

Yes. Create a file with just your camera in it. Do not put any motion animation onto the camera in that file. Reference that camera file into your animation shots. Do the placement and animation in the animation shots. Now you can modify and update your camera file as much as you want and the changes will propogate to the animation files.
