DVD is 'skipping chapters'

DVD is 'skipping chapters'

A client I recently completed a video for is saying that the DVD I made them seems to be randomly skipping chapters. They said that the DVD will get to the end of a chapter and rather than just proceeding to the next, it will jump to a previous chapter or skip several chapters ahead. Strange. They said that they tried it on their DVD player and laptop, which they said are modern. I tested the DVD on my iMac, Xbox 360, and 2 DVD players thoroughly and they worked fine.

Here some extra details:
I used Adobe Encore CS5 (mac version)
The video length is 45 minutes, CBR at 7mbs
I used high quality DVD-R Verbatim printable discs (no labels)

The only possible thing I can think of doing differently is re-burning the DVD at the slowest possible rate (I usually burn discs at the fastest).

Not really sure how to proceed. I'd appreciate some suggestions guys.

Could be their gear. But yes a different brand at slowest speed would be one thing to try.

Hard to remember- as I don't do DVDs much anymore. Online is where it's at. :) But I have had good luck with Sony back in the day.
