Creating a Button or Menu for a Web Site

I am looking for a DVD authoring software that will allow me to add a link to a button or menu that will open up a internet browser & go directly to a web site. I have a client that is requesting this & we do not have software, or I can't figure out how, that will allow it. I have Encore & DVD Studio Pro. I know that DVD Studio Pro will allow me to do this, but you have to download a software do be able to access the web site on a PC. My client wants to not have to download this software do to the DVD being sent out to 500 people that are not allowed to download software. Any software recommendations or solutions are much appreciated if anyone has any ideas. Thanks in advance.

This isn't possible in DVD. There used to be technology called Interactual player which would act as a go between the web and your disc but is no longer made or supported. Even DVDSP solution is very unreliable
