How to deliver HD to a client today?

If a client wants their video in HD do they have to get a home theater PC and I give them a HD QT or WMV file?

Or will the HD-DVD players play a regular DVD with an HD resolution and framerate WMV file on it like divx players do?

I guess a bit less expensive than an a good Home theater PC would be a good upconverting DVD player, right? Would the difference in quality from a good HTPC be noticeable?

I prefer to deliver content on standard DVD-Rs, where the file is encoded as a Windows Media file. I use the AvelLink Player and connect it with the television. Now, I don't know if your client has such a player. But, in my estimates, I usually factor in the cost of the DVD Player (costs approx $250).
